Default Accessing java application without adding site to java security

I have tried running the java application without adding the site to site list in java security tab. But I get a sand box message as APPLICATION BLOCKED BY SECURITY SETTINGS. Kindly, tell me how to run the java application without adding the site to site list in java security tab.

If you own the applet, you will have to purchase a security certificate from a vender and sign the applet. Adding the site to the java security list is the only free way to do it these days.
