Yes, you can ask any questions at all. Sometimes people will reply to very general questions with a link to some tutorial or documentation - but if you can't understand an answer you should reply and ask about what anyone has said.
If your question involves some code you have written it is a good idea to post the code and any compiler messages you can't understand in full. Or, if you get a runtime exception or any other "wrong" behaviour when you run a program, describe what actually happens as well as what you wanted to happen.
