Are you wanting to know about how to make those kinds of arrow buttons? BasicArrowButton (Java Platform SE 7 )
You can change the content of the other stuff by the click of a button by using ActionListener just like you would a regular JButton.
I'm afraid I can't be more specific as you've only posted a picture.

i am devoloping new java project but this one is my problem.
i want to make a new interface but i dont know how to change the image positions with mouse press.
i want to make click jbutton after rotate the image one by one in to the panel
how to create that.

The image did not help me.
You're not going to get help by showing no code and no effort. That said, this feature is extremely simple to implement using JavaFX 2.2. If you're willing to learn the API, then it should be no problem. If you want to see what you can do with JavaFX, go checkout and download the examples found on Oracle's webiste.
