This sounds like an OS question, but can you be more specific? Are you trying to read a file but don't have appropriate access? Do you just want to include that as a feature in a browser kind of app?
What did you find when you Googled, 'java change file permissions'?

setReadable(), setWritable(), setExecutable() method is used to change or set file permission in java.
