What kinds of features are you looking to implement? Instead of saying "make something like this" (which, to be honest, might be some kind of copyright infringement, I'm not sure) and directing people to an external website, why don't you give a list of features you want implemented, how much time you think it should take, as well as how much you want to pay the person?

sorry Kevin heres some more details!
to be perfectly clear I am an honest man, and give credit where its due, my Goal is the have a program that would run on many devices mainly larger screen tablets!
Its not infringment I promiss, that is a free animation program and they all use somewhat of the same setup! - the setup im going for will be more efficient for tablet devices!

the application would be used for animation!
I have $200 to spend and depending how things are going will pay responsibly! The program must be able to officially get into the google play store for android applications and must work on all android devices a must.

key features would be the brushes, different pen types!
    - I could supply the artwork/ graphic side as I am an animator myself

    the main drawing frame

Major Buttons: The Back frame , forward frame , play button , rewind button, stop button
and onion skin On or Off - Onion skin is the images you have drawn in the previous frames!
    Attachment 1278

I would draw the layout, if that would help whoever chooses to accept the offer!
the time would entirely depend on the individual working!

    thankyou for reading my post!

and kevin I appreciate the reply, you gave some great advice about whats needed information!
