When I outsource programming work, I usually post on other online job sites. That is because some of the best programmers don't actually participate in forums. That is just based on my observation though. I got good programmers/developers from those sites than on forums (although I believe this will also help. you already got great responses).

Just a tip: When you already found the people who will work for you, don't forget to closely monitor and go hands on with every project. You can utilize monitoring tools for this. That is because no matter how good you think those programmers are, nothing beats a leader or manager who goes hands on with his employees especially if the work is outsourced.
