Consider streaming through the file, and while doing this find the common tokens that suggest that a line be ignored, such as if the line begins with '/', and then massage any line that passes this...
I don't know of any standard .dat format, and if I'm right, then I doubt we'll be able to help you much since it will be up to you to do some research to find out exactly what format is being used,...
