Default detecting fields of pdf form paper based

Hi can anyone suggest were I should start looking to solve this.

I'd like to auto detect form elements of a paper based pdf form, for example a pdf job application form and detect the space which has been left for the applicant to complete and place a tab ordered test box overt it.

The solution needs to work with scanned pdf images and the forms layout is unknowen?
