A drawing tool! (Programmer or coder) (Java script)

Anyone has the skill to create something like this in a plugin form for my forum! I'm creating yet another project and this is one of the tools my site will need.

If you don't understand the image, I can explain it. Is basically Clicking and dragging boxes to design a page, and then adding an image inside the boxes or to draw your own using the pencil tool. This is for drawing online books, manga, etc.

(would I get this for free, or how much would I need to pay or is their already something like this).

Just to make you aware, this is a Java forum and not a JavaScript forum. These are two different languages.
