I need to do my project in basic editing images for kids & for adult as well, however i don't know which programming language can help me more.
could you recommend me which do you think the best editing images ?
i still 1 level in programming.

What will help you the most is to determine your requirements better. "basic editing images" is an incredibly vague description of the problem.
What is it you're really trying to do? Is this a school project or a commercial project? How do you want to edit the images? What platforms (i.e. operating systems) will the product run on?
Figure out first what you want to build then we might be able to direct you better.
